What Is the Weatherization Assistance Program?

The DOE Weatherization Assistance Program (WAP) is the largest residential energy efficiency program in the United States, providing free home energy improvements to low-income households across all 50 states. Unlike energy bill assistance (which covers costs after the fact), WAP makes permanent structural upgrades that reduce your bills for the life of the home — at no cost to you.

Common improvements include attic and wall insulation, air sealing, furnace and boiler repair or replacement, water heater upgrades, window and door weatherstripping, and health-and-safety corrections. The average household sees energy bills drop by hundreds of dollars per year after weatherization. In 2026, the program was expanded to include heat pump installations and advanced energy controls in qualifying climates.

Priority is given to households with elderly members (60+), young children under 6, or individuals with disabilities. Renters may also qualify with written landlord permission. If you receive LIHEAP, SNAP, SSI, or TANF, you are automatically income-eligible in most states — no separate income documentation required.

Submit Your Application and Join the Waitlist
Most local agencies accept applications by mail, in person, or online through their agency website. After submission you will be placed on a waiting list — wait times vary from a few weeks to several months depending on your state and local demand. Households with elderly, disabled, or young children members are often prioritized.

Free Home Energy Audit
A certified WAP energy auditor will visit your home at no cost to identify the most cost-effective improvements. They use blower-door tests and combustion safety checks to pinpoint air leaks, assess insulation levels, and evaluate your heating and cooling systems. The audit determines exactly what work will be done.

Work Is Completed at No Cost
Licensed WAP contractors install all approved improvements at no charge to you. Work typically takes one to five days depending on the scope. Common measures include insulation, air sealing, furnace replacement, water heater upgrades, and window weatherstripping. A final inspection confirms everything meets program standards before the file is closed.
